'To do and undertake all things necessary for, or tending toward or likely to promote, the maintenance and improvement of the medical and health care and general welfare of veterans and their dependants, whether in sickness or in health; to promote, encourage, commission, finance, assist, co-ordinate and generally to facilitate and encompass medical research and research in related scientific disciplines in the identification, causes, prevention, diagnosis, amelioration, treatment, cure and care of illnesses of all kinds, whether caused by disease, infirmity, insanity, trauma, addiction or any other cause and as well to undertake such research directly by employing for that purpose its own servants, agents or contractors'.
